antminer IP issue

i have bought a new l3++ miner  i have connected all the wires correctly and powered it on

the fans are working but the antminer isnt getting detected meaning i cant get the ip adress to access it

the ethernet lights are on but the miner green/red lights never come on

i tried to reset it but same issue 

i tried using ip reporter app but it says time out i also tried to use apminer tool and it scanned my local ip and returned 0 miners

i need to know what am i doing wrong?

is there a special app or something i need to download?

i hope you can help !

  Hello!
  You can try to use the SD card to restore the control board to the factory, if there is still a problem, it may need to be repaired.

  I will try to upgrade it today but how can i use the sd card and upgrade it if the miner doesnt connect?
  is there a special way to do it without connection?

  how can it be damaged if it was new sealed from the box? and where can i get it repaired?

  the instructions are abit vague on the bitmain site

  can someone explain to me which files or folders i must place on the sd card?

  the site says download 2 files but only mentions on extracting 1 file to sd card and then doesnt mention if i must place it in a folder or just raw files..

  someone please explain to me the process step by step please

  as i explained in my previous comment these instructions are not clear

   

  for example

  1. Download the firmware to computer available here: https://service.bitmain.com/support/download

  what do i do with this firmware? i place it on the sd card or not?

   

  2. Download the installer program and unzip it: https://service.bitmain.com/support/download 

  is this the folder i place in the sd card or place the files inside the folder in the sd card?

   

  5. Copy the extracted file to the Micro SD card

  which files? step 1 or step 2 files?

  this is what confuses me so i need a beter step by step explanation to do this?

  should the miner have all wires attached to it or not? 

  which files exactly do i put in the sd card?
