S19 J Pro sleep fan not slowing down

This has happens on all s19 J Pro model no matter what firmware I have. This does not happen on the regular s19. 

I only use official firmware.

Basically the issue is that when I put it on sleep the fan is at high even though it does nothing and the room is cool. Previous firmware I would have to delete the mining address to get the fan to slow down. With the current firmware December this doesn't work anymore I have to keep it on normal and delete the mining address. It stops mining but the fans do not go below 3000. Also if I try to adjust the fan speed percentage it does nothing. Although on the s19 I also can't control the fan speed percentage.
