S19J Pro Low Hashrate and "reg crc error"

This is the first time I've set up this specific device, and I can't get it working (have S9 and S11 that work fine).
I can't figure out if this is a issue with the PSU or with my electric output. Please note I ran for 30 minutes to get full log output. I've also reset factory settings and installed the firmware from the site just to be sure. At a loss. I've tested at two different locations just in case the power draw was bad at one. Full log attached.
- No "red light" error on the unit.
- Realtime Hashrate: Abnormal
- Network Status: Normal
- Fan Speed: Normal
- Miner Temp: Normal
- Log is showing "!!! reg crc error" multiple times
- Hashboard 2 and 3 never seem to get above 0 actual.
- Everything shows normal as far as chipset.
- Avg total hashrate about 100 GH/s
Feels like a power issue.
