Antminer S9k not fully Booting

I have a new Antminer S9k.  When I start it up the three lights on the board are green and the two lights on the front come on (red and green) after a couple minutes the two lights in the front go out.  Both fans are running but  never really get up to full speed.  I can log into the machine so it is connecting to the internet properly but it never produces a hash rate.  Any idea on what is going on and how to correct the issue.
