S19J will not connet to IP

I have 2 s19js that I have run for about 8 months. Turned them off to clean and now one won’t hash or connect.  I can see the IP portal for the one and the IP scanner found 2 new devices but the page shows nothing when I try to access it.  The miner turns on, spins up to 2500w once then drops to 200w. It then shows a solid red and green light.

The Ethernet lights are both solid. I can’t login to get the kernel log so I really don’t know what the issue might be. I guess the PSU? How do I troubleshoot if the PSU is the issue. I have tried resetting it multiple times with no change in outcome. 

I have tired multiple power cords, Ethernet cords and have reattached most internal plugs multiple times.
